The Old Car Buy Back and Scrap Program pays monetary incentive for qualified, operating, and registered vehicles. The Old Car Buy Back and Scrap Program is a voluntary program that takes older vehicles off the road to reduce air pollution. The program is sponsored by your local Air Quality Management District or Air Pollution Control District. This Voluntary Accelerated Vehicle Retirement (VAVR) Program is not operated by the State of California. Your participation is entirely voluntary.
